I think a lot of people new to SEO don't understand how much work a specialist will do on their behalf and that it is indeed quite time consuming to do it right. I think a lot of people are surprised when Good Seo companies give them estimates like you said because there are a lot of bad companies and scammers in the field. Why pay thousands of dollars when you can buy some shady software that builds you 10,000 links and promises your site will be on the 1st page of Google? It is sad, but in the end these people get burned. I agree with you though, Good Seo work isn't cheap, but people expect it to be along with ridiculous expectation results.
